Nellcor NPB 4000 problem

HI 
I have a problem with the PANI module, the problem is:
if the pump is conecting the pump don't turn on and don't have
any voltage, but if I moved the pump from the conector, the
voltage in the conector is 5V. 
Someone can help me??

do you hear noise from the transformator. change the capasitor
(100uf 25v). system works normally.
