"CANNOT CONNECT TO RTM - STARTUP FAILED"

I just installed a refurbished Toshiba Aquilion 16. The challenge am facing is that the CPU System Complaints of "STARTUP FAILED - CANNOT CONNECT TO RTM", also the Patient Couch don't respond, as if it does not receive power.
Kindly assist me to find my way out of these problems.

Check the LED status of MHR boards of the REC-BOX and see if the LEDs of an MHR-FC is off. If off, Replaced the MHR-FC board in Rack #1

You have service Manual? Check LEds Status on RTM board. You can connected it via RS-232 or RJ-45 with windows Hyper-terminal?

Thanks for your support.
I've checked the MHR boards, it appeared the 5Amps fuses on boards of slot 10 and 12 are broken broken. Also the "FAULT" LED-0 lits.
