Measured temp.: 22.64 C
Min. Level: 30.50 C Max. Level: 38 C

I already checked heater power supply 38V.

Did you check continuity / resistance of the heater?

Check solid State Relay 46-188067P1
SS Relay can be found in the Laser Assembly near OBC
