GE Lightspeed 4 table elevation and cradle movement problem

I am working on a GE LS4 scanner that has movement issues.
Initially hardware reset failed because table had been raised to maximum elevation. I manually lowered it and the reset was ok.
But every time you raise it past the upper limit, it's locks all movements and reset fails again.
The cradle remains latched and can't move until you manually unlatch it and even then it can only make backward movements only.
The gantry display shows 888 and 8888 on the elevation and cradle positions. I tried to characterize these movements but I failed.
I replaced the ETC board but still the same.
Performed LFC with flash download but still the same.
When I try to adjust the C-pulse position on both encoders the LEDs on ETC light for just a second and go off. Even if they stay lit, the moment you move anything, they go off.
Gantry tilt is ok and I characterized it successfully

Pls check.
1. If encoder pulse is giving regular pulse if you move the table by hand from back to front and front to back.
2. Potentiometer Resistance.
Normally I change the complete assy.

Perhaps lower the table instead to initialize the table and if you are approaching the lowest level, stop and then raise.
