You can do the test with only the band, remove the cover and the position in which you get on, on the right side there are two metal pins at the bottom. With a screwdriver energize the band, and short circuit those two pins, each time you do it the band will do something if it's ok, after several short circuits and several steps it returns to the low position and stops. I think that a cable that is connected to the band broke and that is why this happens to you. It is a way to rule out that the band works or not, only without connecting any cable to the band

Try to run an autocal. Remove small black cover on the rear, Turn off the power switch,short the two pins down inside the hole and at the same time turn the unit on. If working properly it will go through a routine of up and down and slow to fast then return to normal. Takes at least 5 to 10 min. I always use an insulated small philips driver to short the pins.

If still does not move up or down requires troubleshooting by experienced technician due to high voltages on the input side. If you are i would check all voltages in on the boards.
