First i would try an external Monitor, Second re-seat the video board, try to see if the system seems to be booting even though it says no sync. If not booting you must fix the no boot first.
Start with hooking another monitor to verify monitor is not bad. The video cable goes into a bulkhead board behind touchscreen display, most likely not bad. From there down to BEP into nVidia Qadro video board to main processor board inside BEP.

Hook up external monitor. It will have to have its own power source, just connect DVI cable from ultrasound unit.
