Use mammocom software to carry out HV and rotor diagnostics. If you do not have the software, I can share it. craig@telemed-technologies.com

Run a HV test with and without HV cable cable. If both test pass claim tube warranty. I found several times this problem with non GE tubes, never with GE tubes; for records, please let me know gaine/insert brand and serial numbers.
