That would be a neat trick to do this, but I don't see how it could be possible. Dicom format includes a matrix in order to window and level the image. Unless that part of the image data is included in some sort of packet along with the jpeg image, I don't think you can do this. In other words, I believe the jpeg image is just a "snap shot" of the dicom image at a set window and level setting.
Efilm is good convert JPG to DICOM.
File - Import - other image. Will appear the table, you must fill the all field, then convert.
Or File - open - and choice all files instead Dicom files. Siemens workstation's software is a goodly perform this. The MagicView 300. The VA50 or VA60 version. (Sienet sky or Syngo XS)

Efilm Workstation can import jpg images which converts them to DICOM. Give that a try.
