Could be anything. Try to check the Error Log, filter for CRITICAL and write here the error code.
Check the Gantry is POWER ON, check the IRS is ON.
Also, try to check any Interlock on the Gantry. If any interlock is open, the MCU will not reset.

Yes, all the Stop-Reports have a e-stop or interlock. Something is avoiding to the Gantry to Start Up.
You can check the stop report at the MCU, with the test points, or from the operator´s console, some times, the error log shows you why the MCU can´t be reseted. Or you can connect the CANPro to the system and check them out.
There is a lot of options to figure out what´s going out.
