It is a TV alarm, the H3 LED 1 is activated by a synchron detector on the S15. A VSYNC-L signal is missing there or the signal is high which is coming from the TV trolley through the large cable. Check the pins "M" and conductivity of "M" between the connectors. Unfortunately, my manual is not following this signal within the Image Processor. Try to find where the "M" is going. Also, there are indicators within the Image Processing Unit. Let me know them.
I found the signal, on SE 17 there is a synchron separator from VIBS signal. This is coming from the Camera. Close to the camera there is BA1 board, MP3 testpoint is for the VIBS signal.

This error indicates CCTV camera faulty or video signal is 0 it must be .8 to 1v dc
