Shimadzu UD150 mA detection problem

Hi Friends,
I am having problems with the HT tan mA detection pcb. the 2 resistors in parallel with the 2 capacitors 250Volts burned out.
Can you please share your experience to what was causing this problem.

i'm from nepal nsbmet i think its might be of charger of the unit its for battery charger or "?" if it had battery it have charger for that and it giving high voltage plz check on chager!!!!!!!!!!!
