I think is an arcing PS or II (but PS seems more likely), that is why you get some fluoro and then the arcing comes and the error is displayed. Error 21 alone is during boot(Bios initalization messages)

yes i have image, from the 3rd release of x ray the display shows error 21 not 0021, are the same? if yes what I have to do?

Either
21 error message: Operation with S3Cdualported RAM is
impossible.
Error message remains being signalled for
5 sec, messages 25 to 2B are skipped,
the program branches to message 2C.
Plug for D1, boards correctly inserted?
Possibly D6 (S3C bus).
or:
22 positive acknowledgement: D6, S3C bus o.k. is displayed.
