The problem I have is that there is not boot. Fans on. On the monitor there is a message "not signal". The voltages are fine on the PC bd. and HDD (5v. and 12V.) but the voltage lable 5V.D is low (1.6V). Can that missing votage prevent for booting? Do you have the P/N of the power supply?
