Transworld 360 error code 9

Have a Transworld 360 giving an error code of 9 when rotor button is pressed. I have tried replacing the tube with a known good tube but the problem remains. I have also verified all fuses are good. I don't have a service manual or any schematics, so I am having trouble tracing the problem to its cause. Anyone have an idea of what the problem could be, or better yet a copy of the service manual or schematics?
