FDA Appoints New Legislative Official

Acting Commissioner of Food and Drugs (FDA) Dr. Andrew C. von Eschenbach has announced the appointment of David W. Boyer as Assistant Commissioner for Legislation.

Boyer will manage FDA's Office of Legislation. In this role, Boyer will oversee the drafting of congressional testimony, respond to congressional inquiries and assist in the development of public health legislation. Boyer will work closely with the Office of the Commissioner, as well as the six FDA Centers.

His leadership and expertise will play a vital role in communicating FDA's many activities to our nation's legislators," said Dr. von Eschenbach. "David's legislative experience, knowledge of Capitol Hill and his work at the Department of Health and Human Services makes him highly qualified for the job."

Boyer comes to the FDA with a history of public health experience. Boyer has held three senior positions at the Department of Health and Human Services (HHS). He began his HHS career as a Special Assistant in the Office of the Assistant Secretary for Legislation, dealing primarily with health-related agenda issues." Following this assignment, Boyer served as the primary personal aide to the Secretary. In 2005, Boyer returned to HHS as Special Assistant for Oversight in the office of the Assistant Secretary for Legislation.

In addition to his work at HHS, Boyer also has extensive congressional experience. Most recently, Boyer worked closely with members of Congress as the Director of Federal Government Relations for the Biotechnology Industry Organization. In this role, Boyer led policy and strategy development on biotechnology and public health issues.

Boyer is a graduate of Georgetown University in Washington , D.C. where he studied government relations and graduated cum laude. He will join the FDA on March 20, 2006. He replaces Patrick Ronan, who now serves as the Agency's Chief of Staff.
