Whatever the factors were that informed the company's decision to base itself out of Chicago, Flannery has stated that city officials did not offer tax incentives to help finance the move or otherwise sweeten the pot. Instead,
according to the Chicago Tribune, he attributes the decision to being geographically closer to its largest market.

On January 13 it was also announced that GE Healthcare's parent company, General Electric, would be moving to Boston.
The Wall Street Journal reported that officials in Massachusetts said Wednesday they had offered incentives worth up to $145 million to the conglomerate. GE — which has been based in Fairfield, Connecticut since 1974 — has promised to bring roughly 800 jobs to Boston.

GE Healthcare to relocate global headquarters to Chicago
January 14, 2016 04:09
It's interesting how most people are gullible when it comes to analyzing actions like these from large corporations. GE Healthcare is relocating not because they have any love for Chicago or for being geographically closer to organizations like RSNA. Any actions from companies are purely to be in sync with the #1 goal of any business - to add value to the shareholders. GE Healthcare is relocating simply to cut costs drastically of operating from a high-cost location like Amersham, UK. They are obviously not going to divulge their reasons for the relocation so as not to ruffle any feathers in any quarters!
