Standards for meaningful use will be announced by the end of December 2009. If it takes the typical hospital 18 months to implement the kinds of technology to be covered under the ACT, they're already behind the curve, said Sanyal.

"We are telling them: Don't wait. Choose your vendor now and choose well. As the standards evolve, you'll know that your vendor will be able to incorporate them."

These concerns about the implementation of clinical systems were matched by the response of some 300 executives who took part in the HIMSS 20th annual leadership survey. Getting viable electronic medical record (EMR) and computerized provider order entry systems (CPOE) in place was cited as the number one priority for healthcare information technology (IT) professionals today.

"The economy is affecting all sectors, healthcare IT included, but the good news is healthcare IT still continues to grow," noted Charles E. Christian, HIMSS board chair. "With the passage of the ARRA, the resulting billions of dollars intended to stimulate healthcare IT should certainly impact how respondents view their budget options."
