Everyone will be required to have health insurance or face paying a tax penalty that starts at $95 per individual, $285 per family or 1 percent of income, whichever is greater. Taxpayers will see their refunds docked with the penalty if they don’t carry health insurance. But will it be cheaper to pay the penalty and how many people will chose that route? If not enough people are in the insurance pool, this could drive up the costs for everyone else.
As far as who’s going to be hit with increased taxes, that will mostly go to the nation’s top 2 percent of earners.
