Focus on health care reform: the CLASS program

Janet C. Wells, Director of Public Policy for The National Consumer Voice for Long-Term Care in Washington, D.C., spoke to DOTmed about the issues arising from the CLASS Act. (The organization advocates on federal and state regulatory and legislative policy development and strategies regarding nursing homes and long-term care facilities). "The effectiveness of the CLASS Act will depend on working people seeing the value in making contributions through payroll deductions. Younger workers may not see themselves becoming either old or disabled, but their enrollment will be necessary to keep premiums down and benefits up."

"People who participate will have a better chance of avoiding a nursing home, which almost everyone wants to do. Sometimes help with basic daily activities is all people need to remain independent and in their own homes," Wells added. "To really benefit from the CLASS Act, beneficiaries will need to be able to choose the caregiver they want. It will be unfortunate if most of the available services are offered by profit-driven companies that keep consumers' costs high and caregivers' wages low, because the quality of care often suffers."

Other Reform News

In other health reform news, President Obama has issued an Executive Order creating within the Department of Health and Human Services (HHS) the National Prevention, Health Promotion, and Public Health Council (Council). The Surgeon General will be Chair of the Council, and several administrative agency secretaries will serve on the Council, including HHS, Labor, Transportation, and Federal Trade Commission. In DM 12884, DOTmed reported on the legislative provisions for the Council and accompanying Advisory Group, which will develop national health care strategy for improving health and preventing illness and disability within the U.S.
