Michael Kuettel, MD, MBA, PhD, FASTRO, a member of the American Society for Radiation Oncology (ASTRO) Board of Directors, has been appointed to the Centers for Medicare and Medicaid Services (CMS) Advisory Panel on Hospital Outpatient Payment (HOP). The Panel provides expert guidance and recommendations related to Medicare payment policy in the hospital outpatient setting to U.S. Department of Health and Human Services (HHS) Secretary Alex Azar and CMS Administrator Seema Verma.
The HOP Advisory Panel focuses on the clinical integrity of ambulatory payment classification groups, which determine how CMS reimburses for services, such as radiation oncology treatments, in both the hospital outpatient and ambulatory surgical center settings. The panel also makes recommendations regarding the supervision of outpatient services.
The panel is composed of 16 members who represent hospitals, hospital systems and other Medicare providers and have expertise in hospital payment systems, hospital medical care delivery systems and related areas. Panelists serve four-year terms; Dr. Kuettel’s term runs March 1, 2019, through February 28, 2023.

Dr. Kuettel is the current Chair of ASTRO’s Health Policy Council and also serves as ASTRO’s representative to the American Medical Association/Specialty Society Relative Value Scale Update Committee (RUC). He is a professor and Chair of radiation medicine at Roswell Park Comprehensive Cancer Center and the State University of New York at Buffalo Jacobs School of Medicine and Biomedical Sciences in Buffalo, New York.
