The health reform measures would be paid for in part by a graduated surcharge on wealthiest Americans, one percent for families earning between $350,000 and $500,000, and 1.5 percent for those earning between $500,000 and $1,000,000. Families with adjusted gross incomes below $350,000 and all individuals with adjusted gross incomes below $280,000 will not have a tax increase for this purpose.
